The Rent Roll Is the Variable
The Planning Department reviews every address. The Building Department permits every address. The Rent Board covers whatever qualifies wherever it stands. There is no jurisdictional puzzle here at all.
What differs is the income a restored building produces, and that turns on three things: how many units, how old the building is and therefore whether the Rent Ordinance covers it, and what the existing tenants have been paying. Those three set the value. The fire adjusts it.
